it takes 不是词组哈，这里是 take 表示“花费” 的用法，比如： 

The journey from London to Oxford takes about an hour and a half. 从伦敦到牛津大约需要一个半小时. 

That cut is taking a long time to heal. 那伤口要很长时间才能愈合. 

It'll take time (ie a long time) for her to recover from the illness. 她的病要很长时间才能痊愈.

这里的时态是现在完成时，强调动作在结束的时候已经结束。短语最本质的用法是 sb/sth seems/seemed to be + 表语

1. 说话人说到 seem 这句话的时候，seem 句子中的事情还没开始，那么就要用 seem/seemed to be + 表语。如： It seems to be the best solution. 

2. 说话人说到 seem 这句话的时候，seem 句子中的事情已经结束，那么就要用 seem/seemed to have been + 表语。如： It was a game without rules, of  which the sole aim seemed to have been to drive the ball through the opponent's goal.
