1. the need for institutions devoted to its encouragement
这个名词短语词的理解重点是找到 its 指代的是 and 前面的 art。 该短语意为 “(使他们各自的群体认可艺术的价值以及)需要设立机构鼓励艺术的发展” 

2. 逗号后面的 the most obvious difference being that it is often much heavier 不是句子,而是独立主格结构,作状语。 

独立主格结构是非谓语动词的一种,与普通的非谓语形式不同点在于,独立主格结构有自己的逻辑主语,即本题中 being 的逻辑主语是 the most obvious difference,与逗号前面的句子主语 anyone 不同。因此这个结构有自己独立于句子的主语。因此叫独立主格结构。 

that 的作用是引导表语从句 it is often much heavier。
